Who writes it. Me. I used to write rules like these for a living, at the Cannabis Control Commission in Massachusetts. Which mostly means I know how they get made, who was in the room, and which parts of a regulation are load-bearing.

What's in it. Comment windows, effective dates, licensing rounds, enforcement, and the politics underneath. Written for people who already work in this, so nothing gets explained twice. The countdown from the Deadlines ledger runs in every morning edition.
